Realize Scientific Development of Glass Industry in the New Period

     The New Year is coming! 2010 is an accomplishment year of National 11^th Five-year Plan and also the 15^th anniversary of ‘from bigger to stronger, becoming stronger by innovation’ development strategy of national building material industry. As the year of 2011 comes, we have opened a new page and stepped on a new road. Here, I wish all my colleagues in glass industry Happy New Year in the name of China Architectural and Industrial Glass Association. I also would like to send my sincere regards to all the relevant leaders, experts, consultants, and friends from all walks of life that have paid much attention and gave us much support for the association development over the years. Besides, I will send my best wishes to all the staff that work hard on production line and scientific research line from our member units.
     Looking back on the left 2010, against the complicated and changeable domestic and foreign environment, our glass industry has gone through an extraordinary year meanwhile a year of best harvest
     2011 is the beginning year of National 12^th Five-year Plan and the 90^th year of CPC foundation and also the most important year of transformation and structure adjustment in glass industry. At the present, it is still an important strategic opportunity for our economic and social development able to accomplish great deeds. However, in face of the rarely historical opportunity and challenge, there are both advantages and disadvantages existing. We are now on the middle step of industrialization and urbanization and the market demand will be flourished for a long time in the near future. Although, after stepping into 2011, the fixed assets will be increased slower on the base of previous high level and the country will make further control policy for estate industry which will weaken the glass demand. What is more, because of the high prices of raw material, fuel and power and increased interest, the glass production cost will be rised.

      In order to stabilize the future glass market, it is a must to control the newly increased productivity effectively besides of glass demand guarantee. At the present, there are more than 30 production lines on construction besides of the present productivity of more than 7,000,000,000 weight boxes which will probably result in periodic excessive productivity. Therefore, we should carry out the sprit of the state issued 38^th document, Temporary Administrative Regulations on Admittance Notice of Flat Glass Industry and Flat Glass Standard.

      The cold winter and two festivals are coming and it will be a off season for glass market, for which enhancing industrial self-discipline and regulating market rules will be more important. The large enterprises should be leading for controlling productivity effectively, strictly control melting rate and design ability and controlling excessive productivity with quality control as the core. What is more, it is necessary to eradicate irregular sales method, never leave sequela for normal operation, make cold repair in advance for productivity control especially for high energy consuming, over-aged, and bad operated production lines which should be completely repaired in advance, properly extend the period of complete repair and technical reconstruction, put off starting time to relieve the pressure of demand and supply, enhance the selection test for flat glass in circulation field in order to create a just and fair environment for the enterprises.

     Let us work hand in hand and carry out the spirit of The Fifth Plenary Conference of Sixteenth Central Committee of the CPC and the new requirements for energy saving, environment protection and low-carbon development. We should make persistent efforts for industrial upgrading and transformation, unit and work as one, strive together and make more contribution for the scientific development of new period glass industry.
